All I can recall is the terrible movie to which you allude -- and not finishing it. I've read all three reviews on this site about 'Tank Girl'. I'm surprised that not a single one takes the time to explain Tank Girl to an outsider. Who is she? Where is she from? What happens in a typical story? Are you not telling us because it's too alternative? The reviews on this site are usually extremely insightful, and I make an attempt to write in and let you know. This one can use some touching up.
