As someone familiar with the comic book genre I just can't with good conscience let that opening statement get by. Ever since the first Spider-man comic thousands of readers were introduced to a hero with "human emotions". He faced all kinds of psychological dilemmas and thereby ushered in the era of the troubled crime fighter, creating a drastic break from the norm. The Hulk, who was also created in the early 1960's led anything but a comfortable life and was plagued with situations that left him bordering on severe psychological depression. And if you came into the fold a little latwer than that, you had to recognize the deep psychological quandry that the Silver Surfer ( a character arguably prototypical of Dr. Manhattan) found himself in, struggling with his own inner demons over the paradoxes of humanity. Although this doesn't fully embrace neuroses in the same way Rorschach's does, it seems to me you could better qualify your statement by saying that Moore takes it a step further.
